Emulate Frames using CSS

Frames have had a long standing tradition in web design, because they allow content, such as navigation, to always stay on screen. Unfortunately the seperate frames pages were often times hard to manage, and tricky for search engines to index correctly. There was also the problem of a user ending up on a page of your site with no navigation in tow.
